Syed Nazir-Ul-Hasan Gilani is a distinguished academic, civil servant, and researcher with over 40 years of experience. He graduated from the University of Punjab in 1975 and earned diplomas and degrees in Arabic Language, LL.B, and LL.M from King Abdul-Aziz and Umm-Ul-Qura Universities, receiving gold medals for his achievements. Starting his civil service career in 1989 as Secretary of the Council of Islamic Ideology, he rose to the position of Secretary to the Government in 2006, serving in key departments until his retirement in 2019.
He initiated landmark projects for social welfare, women development, and child protection post the 2005 earthquake in AJ&K. As Secretary Auqaf, he executed public benefit projects and ensured transparent management of Waqf properties and Zakat funds. Under his leadership as Secretary Religious Affairs, he implemented the National Action Plan, streamlining regulations for madaris and mosques, earning recognition from the AJ&K Apex Committee.
Gilani represented AJ&K in OIC, Muslim World League, and PUGWASH conferences, along with official Hajj delegations. An accomplished researcher, he has over 20 internationally recognized publications, some cited in Pakistan's Supreme Court judgments.
