Justice(Retd.) Ghulam Mustafa Mughal

Mr. Justice Ghulam Mustafa Mughal was born on 28th December 1955 in village Balgran, district Muzaffarabad. He got his early education from Primary School Balgran and passed his Secondary School Certificate Examination from Government Pilot High School Muzaffarabad in the year 1972. He passed his Intermediate examination from Government Degree College Muzaffarabad in 1974 and did his graduation and LLB from the University of Punjab in 1976 and 1979, respectively. He was enrolled as a Pleader on 5th May, 1980 and as an Advocate of the High Court of Azad Jammu and Kashmir on 04.7.1983. He was enrolled as an Advocate of the Supreme Court of Azad Jammu and Kashmir on 24th February, 1987. He was elected as Member of the District Council Muzaffarabad in the year 1983. Served as Legal Adviser to the Agricultural Development Bank of Pakistan, Small Business Finance Corporation and as visiting faculty at the Kashmir Law College Muzaffarabad for many years. He was elected as the General Secretary Central Bar Association Muzaffarabad in 1987 and as the President Central Bar Association Muzaffarabad in the years 1991, 1993, 1995 and 1997. He was elected as Member of the Azad Jammu and Kashmir Bar Council in the year 1997 and served as the Chairman of its Executive Committee as well. He was elected as the President of the Azad Jammu and Kashmir Supreme Court Bar Association in the year 2001. He was appointed as the permanent Judge of the High Court of Azad Jammu and Kashmir on 30th January, 2002. He also served as Member Labour Appellate Tribunal, Chairman High Court Bar Disciplinary Committee and Chairman Enrolment Committee and the Chairman Board of Governors of the Azad Jammu and Kashmir Press Foundation. He was appointed as the Chief Justice of the High Court of Azad Jammu and Kashmir on 4th January, 2010. He was appointed as the 16th Chief Election Commissioner of Azad Jammu and Kashmir in addition to his responsibilities as the Chief Justice of the High Court of Azad Jammu and Kashmir, on 11.02.2016 and took the oath of his office on 19th February 2016. Transparency of July, 2016 Elections, which were held under his supervision was acknowledged all over Azad Jammu and Kashmir and Pakistan. His lordship was elevated as the permanent Judge of the Supreme Court of Azad Jammu and Kashmir on 04th April 2017. He again took oath as the Chief Election Commissioner of Azad Jammu and Kashmir on 20th February, 2026

Muhammad Ahsen is a retired Secretary (BS-21) of the Government of Azad Jammu and Kashmir with more than 30 years of extensive experience in public administration, governance, planning and development, human resource management and institutional reforms. He holds a master’s in Development & Management from the University of Manchester, United Kingdom and an MSc in Chemistry from Quaid-e-Azam University. During his distinguished career, he served as Secretary in several key government departments, including Services & General Administration, Planning & Development, Industries & Minerals, Social Welfare, Education and Power Development. He played a leading role in establishment of the State Earthquake Reconstruction Agency (SERA) and the AJK Rural Support Programme (AJKRSP), coordinated donor-funded development projects, and supervised environmental assessment and clearance of the Neelum Jhelum Hydropower Project. He possess strong expertise in policy formulation, strategic planning, project management, environmental governance, legal drafting, organizational development, and public sector reforms. In addition, he has contributed as a trainer at professional institutions and is the author and co-author of several publications on governance, privatization, and disaster management. He is proficient in English, Urdu, Hindko and Punjabi with excellent analytical, communication, leadership, and decision making skills, making him well suited for senior advisory, consultancy and development sector assignments. He took oath as the Senior Member of Azad Jammu and Kashmir Election Commission on 23rd June, 2026
Syed Nazir-Ul-Hasan Gilani

Syed Nazir-Ul-Hasan Gilani is a distinguished academic, civil servant, and researcher with over 40 years of experience. He graduated from the University of Punjab in 1975 and earned diplomas and degrees in Arabic Language, LL.B, and LL.M from King Abdul-Aziz and Umm-Ul-Qura Universities, receiving gold medals for his achievements. Starting his civil service career in 1989 as Secretary of the Council of Islamic Ideology, he rose to the position of Secretary to the Government in 2006, serving in key departments until his retirement in 2019. He initiated landmark projects for social welfare, women development, and child protection post the 2005 earthquake in AJ&K. As Secretary Auqaf, he executed public benefit projects and ensured transparent management of Waqf properties and Zakat funds. Under his leadership as Secretary Religious Affairs, he implemented the National Action Plan, streamlining regulations for madaris and mosques, earning recognition from the AJ&K Apex Committee. Gilani represented AJ&K in OIC, Muslim World League, and PUGWASH conferences, along with official Hajj delegations. An accomplished researcher, he has over 20 internationally recognized publications, some cited in Pakistan's Supreme Court judgments.
